Needs analysis report on refugee offenders

Reporting on the challenges found in the refugee’s rehabilitation process, particularly resultant of language barriers and effective ways to tackle them. This framework will include the conduction of a needs analysis among not only the target group, but also the probation officers who work with them, which will be compiled on the results on a report.

Literature review on the best structure and implementation methodology by using VR technology for drug users in rehabilitation 

​Literature review report that comprise a desk research through relevant articles and scientific research conducted on the topic in order to be outlined an effective intervention methodology proposed by the TRAIVR project. This report will also include effective approaches, programmes and practise of training with Virtual Reality (VR) (in prison or probation settings of EU countries). The findings will be employed to transfer key aspects for the users, points to be covered in the scenarios, possible risks that may be faced in law enforcement situations, among others.

Creation of a VR software programme for refugee offenders, developing VR technology methodology in skill teaching and adapting the newly structured system into probation fields as a new methodology.
​
A new methodology using VR technology will be applied to rehabilitate substance use refugee offenders. Substance use will be taken as a risk of recidivism if not handled positively. Since the language barrier is the main difficulty in teaching the group coping skills, Virtual Reality will be an effective solution.

​The use of VR – immersive, multi- sensory and viewer-centred three-dimensional computer-generated environments– will provide an alternative way to handle the refugee offender cases, teaching them skills that will help them manage the stress in their lives without committing crimes.

If the new technology turns out to be effective, it has the power to be generalised to all refugee probationers (including the foreign speaking) and even to refugees in different settings. Therefore, the new technology will have a strong dissemination power.

After preparing the manual for scenario writing to use VR technology in the rehabilitation of refugee offenders, the project partners are invited to develop the skill developing scenarios for the rehabilitation of refugee offenders.
​
​Since substance use will be used as a sign of poor coping skills, the substance user foreign offenders should be subjected to relevant scenarios (not to the scenarios with substance use team but life skills like stress management, coping styles, emotion regulation).

There are four important things to be considered in this Intellectual Output:

1. The subjects are probationers, so they need to be rehabilitated to prevent re-offending.
​
2. The subjects will be substance users, so they could be at the different phases of quitting. Their level of perception may change the effects of the method.

3. There is a clear language barrier between the practitioners and the subjects, so the instructions should be basic, clear, and understandable. The possible error notes should be covered within the manual prepared in the previous step. So, amendments, fine-tuning and finalisation could only be achieved afterwards.

4. Refugee offenders are not coming from the same culture. They are mainly from Syria, Iran, Iraq, Afghanistan, Uzbekistan, etc. So, the stressors resulting from being a refugee in a foreign country may be perceived differently. So not only language but also stressors may differ according to the nationality of the probationer. The scenarios will be as much as the nationalities of the refugee probationers.

Creation of a VR software programme for teaching stress management to refugee offenders, developing methodology of using VR technology in the rehabilitation of refugee offenders 

Development of VR Skills Teaching Pilot Programme, which includes creating/adapting the prototype software programme and scenarios, translating the scenarios to Turkish and Portuguese, piloting in these two countries among substance-use refugee probationers, collecting feedback and fine-tune the solution.

Structuring a New Training of the Trainer Programme probation officers who are responsible for the rehabilitation of refugee offenders
​
​The findings on the pilots will be compiled in a trainer’s manual. The manual will allow to implement further on the job trainings for the users during the implementation or after the project is over, guaranteeing it's sustainability. The manual will also be used as a resource if the programme is used in other settings.

Assessment of Change in the Stress Management Skills of Refugee Probationers
​
​The efficacy of the newly structured system will be assessed through a measurable, sustainable and multi-functional methodology, leading to a guidebook that will include advices, offers for better practice on using technological instruments in teaching life skills to refugees by using VR.
